Usually they try to stick with players that are currently in the NBA. You should try like an NBA classic game or something if you wanna see M.J. on there.
All comes down to money. Jordan is one of the few athletes to own his brand. He hasn't appeared in a lot of games because of it.
I always wondered this too. Jordan and a few other famous players not being in some of those games makes no sense. I thought of the "because of licensing" idea too, but why is he in some games and not others?
They have to get permission from him to use his name in any basketball gaming products. Obviously, he doesn't want to be in any basketball game.

It's called licensing. You can't just use an entity like "Michael Jordan" when he's one of the most famous and marketed people in world history.
